Clarifying network use limitations

I need to make clear that I can't verify any information in real time due to restrictions on network use. However, I can certainly provide general context based on what I already know or have stored! It's important for me to communicate this limitation to the user while ensuring they still get the information they need. I want to help them as best as I can within those boundaries.
